what should i do, i have talked to them, called the city and complained. they empty their garbage and it falls on the ground and they just leave it there. HELP!!!

More of your neighbors need to complain to the city. Talk to them as well.

Hang a crystal in your window that faces the offensive sight. Wait and watch what happens and be patient.
I had 2 offending neighboring buildings on both sides of my house. After hanging the crystals the one home was sold and everyone moved out, on the other side the family on the 2nd floor moved, and they lived there for a long time. The husband was a petty thief.
This works. Tell the crystal what you want.

keep calling the city. things are prob busy, they dont want to deal with it, etc. if u hound them then they will eventually have to do something. also if ur in a neighborhood with an association that oversees such things then report to them. they are usually pretty good about writing letters and fines.

report litering by mail with pic. or embarris them in a friendly way so they wont notice ur up against them in other word (sneeky)

start putting your trash over there, tell them you assumed it was a landfill
