After I run a small program I built, I close it. But then the windows begins refreshing parts of the display at a relatively high frequency. Any idea what is wrong with the program?

Pull up your display settings, and change the refresh rate to something like 60 hertz, and see if it still does it.

If so, you probably have your graphics' XY positions a little off. I'm guessing you have a decimal point in your XY coordinates.
