My little brother messed it up and changed the date and know everything is weird. How do I restart the game completely?

By the way I know i can restart the clock but even if I did that it still stays weird......

at the main menu at the beginning, there is an option to erase your town - they'll warn you that it means you'll have to totally start over.
however, there's really no reason to do that.
the only thing that could be weird after you fixed the time (which it's obvious that you already did, from your additional details) is that different critters live there now - that's fine, because the animals move in and out all the time
the best thing to do is not talk to the ones that seem like their personality ai is wacked - if you don't like them, don't talk to them, they'll move out!
if it's just that there's a lotta weeds, pick the suckers, they can't be too much of a problem

i think if you use the main menu at the start to rebuild the town, it will restart the game...
