No, not at all vulgar. Ensconced means settled, established, installed, entrenched, lodged, placed, nestled, sheltered, protected. I wouldn't use it with "traffic" because it comes from a Latin word meaning a small fort and therefore has connotations of safety - not how I imagine being stuck in traffic.

It isn't vulgar, but it is an unusual use of the word "ensconced", I would assume the speaker means they are caught in a traffic jam.

Incorrect usage of ensconced. You can be ensconced in bed, or home, but not in traffic.
