Moisturizer, about 5 minutes before applying foundation. Unless you have very oily skin, then I would change foundations.
And powder on top regardless of skin type.

Lightly apply an oil free moisturizer... Apply the foundation with a sponge if possible (and get a good brand!!!!! MAC is my favorite). Water based foundations often wear off really fast... A creme foundation won't clog your pores if its base is jojoba oil which is very similar to the skin's natural sebum/oil... just wash thoroughly but gently... and SET with loose transluscent powder or a powder that works with your skin.
You can also try a spray like Model in a Bottle which seals makeup on...

Are you putting on liquid foundation? Try putting a bit of pressed powder first as a base.
I would recommend other foundations instead of liquid though. There are many you can buy at drugstores that are foundation/powder combos.
I use Bare Escentuals. It's more expensive, but it lasts forever. The look lasts hours and no cakey/pancake feel. I get so many complements on the even tone to my skin when I wear it. (My skin is no where near even when I don't have it on).

Most likely, you are like me and your skin is oily. You need to wear foundations and moisturizers that do not contain any oil. If you are interested in a mineral makeup, try everydayminerals.com and get samples of their Intensive Formula for free. If you are interested in a liquid kind, try Revlon Colorstay. This foundation stays on forever. Too bad it is hard to get it washed off and majority of colors look ashy.

Hi, this is what you can try, before applying foundation, rub ice on your face. Apply your foundation and just as you feel your skin soaking it up, moisten your hands with water and start blending in the foundation with even strokes. Your skin will soak the foundation better preventing it from cracking on your face.

wow...you must be using a cheap foundation. I use Arbonne's mineral powder foundation and it stays on all day. I have kinda oily skin too.
I use their "personalizer" under it. It's like a greenish powder that absorbs oils and evens out skin tone.

use a matte powder and a highlighter on top, or use a skin illuminator (like a highlighter) so that when your foundation does eventually come off, your skin looks radiant so it doesn't matter. No.7 does a good skin illiminator.

I would think that your skin is too oily OR your makeup is not well made OR perhaps you need a makeup primer - a non-oily, silicone based cream that prepares the surface of your skin for makeup application. Creates a smooth surface and binds the makeup to your skin.

It depends on what kind of skin you have (dry, oily etc.) and what kind of foundation you're using (powder, oil-based, water based etc) but for me, if I put moisturizer on first, my liquid foundation stays on better, then I put a translucent face powder to set it.
