why when I see a city lights from far away a place the lights seem to flash?

same reason the stars seem to "twinkle". It's something in the atmosphere, causing small disruptions in what you see. Kinda like on a hot day when you look down a long stretch of highway and it seems to shimmer? Something along those lines, I think.
