For some it's to confer a sense of military authority or prominence, I suppose. For others, like Mao Tse Tung with his humble workers' cap, it was to communicate a fraternity with the common folk. And then there are those for whom the hat perhaps serves as a symbolic thought bubble above their heads to communicate just how loony they are.
As paranthropus mentioned Nazis uniforms I thought I'd bring up an interesting, little known fact - which is that their uniforms were designed and supplied by Hugo Boss, most likely using slave labor.

Its not just the silly hats, its the hilarious 'military uniforms' as well, some of them look like they've been designed by Darth Vader bent on committing more mayhem on Yoda's under ware!..Have a look at the Nazi's uniforms, they wore jodhpurs, most of 'em had never been near a horse in their lives!..Or Idi Amin, with the wrong ribbon on his 'Victoria Cross"! Colonel Qaddafi with the hat that doesn't fit his funny shaped head that keeps falling down over his face!..Your right, these loony despots love their silly hats and uniforms, they just never realise how totally ridiculous they look in them..And is anyone gunna tell them?..I think not!..

It appeals to their sense of whimsy. Do American Indians wear hats to keep their wigwam? Perhaps it is a secret code for crazy dictators to identify themselves to each other.
