I think it's fair that all would get charged with the crime but I think the penalty should not be as harsh as the shooters.

Bush has not killed 500,000 Iraqi's. You are flat out lying. And yes if you have a part in a crime, you should get charged with that crime to the full extent of the law. Bush has not committed any crime. Based on your logic, we should indict the Iraqi's for killing our soldiers.
