Well, having been there (USMC, Chu Lai, Vietnam, 1965-1966), I'd say that the North Vietnamese were most definitely the victors. We (the USA), the South Vietnamese (or at least many of them) and democracy in that country were the losers.
But Vietnam was (and is) no more ready for democracy than Iraq is today. We never should have gotten involved in what was essentially a civil war between the "Communist" forces (although these days, those "communists" are looking more and more "capitalist", as has also happened in China) and a corrupt, dictatorial regime in the South.
As in most/all wars, there were really no clear-cut, totally black and white "winners" and "losers."
But the USA did "pull out" and, going by what's happening in Iraq these days, we didn't seem to even learn much, if anything, from the experience.

Vietnam won the war. The worse thing was that America was proven wrong. All along, the CIA and American foreign policy deluded themselves on their belief of the "Domino Theory". That is, if Vietnam should fall to the communists, every nation in Southeast Asia will follow one by one. Well, eventually the whole of Vietnam fell to the communists. But that did not affect any other country in Southeast Asia. Furthermore, the Vietnamese established their own self-styled communist government, free from any superpower intervention. Although communists, they didn't allow themselves to become Russian or Chinese puppets. And they remained that way from then until now. All throughout, they never even posed as a threat to American security or interests in the region. They had proven to the world that they can live in a peaceful co-existence with other nations.
Looking back in retrospect, was it worth wasting American and Vietnamese lives on that war?.

The large corporations and their holders of large stock accounts were the real victors in the Vietnam debacle. The war was being run by politicians for personal gain. Had our military been in charge, Vietnam would have been over in a matter of months! Check your history books on this one. Presidents Kennedy and Johnson got us into that mess, (both democrats). President Nixon got us out of it, (republican).

No 'true victor' emerged except militarily.
The N.Vietnamese systematically exterminated all opposition beginning int eh first 3 months of the occupation of Saigon. they began rounding up every single person even barely suspected of being 'Westernized' and sent them to 're-education camps'.
The official reported death toll AFTER the fall of Saigon is 2,000,000 people that were killed in Vietnam alone. No estimate on the number of deaths as the refugees attempted to escape as their boats were sunk if caught with probably no survivors.
