As several others have mentioned, the drug, etc, use does not effect his chances of being, well let's say potent. It's unlikely that she would be pregnant from just one time, but the possibility does exist.
I would say that the possibility of contracting an STD is much, much greater, however. He doesn't sound like an exactly straight-laced clean kind of guy -- and there are lots of STD's that don't always show in any way. She should be checked out for this before she has sex with ANYONE else -- better safe than sorry!
Wait a month. If she doesn't get her period take a test just to be safe. But pregnancy isn't nearly as likely as disease in this scenario.

Far as I know (from a man's viewpoint) ANY penetration can make a woman pregnant, especially if the guy is at the beginning of erection, however short the penetration is. It's got nothin' to do with cigarettes, marijuana and what-have-you other stuffs.
Now, don't take me wrong. It's not a reason why he should be the ONE responsible for that, except if you have very good reasons to think so. A paternity test would be the thing to do in order to decide.

Preganacy is very very sensetive phenomena. Sometimes it happens even using conterceptives due to many reasons. The male sperms can run through pre ejeculation transparent fluids. So Until some proper conterceptive measures are taken there will always likely to be the chance of pregnancy. Extra care is needed.

Probably pretty unlikely...with so much crap in his system, no ejaculation and only one minute of penetration, she's hopefully in the clear. If she's really concerned then a few days before her next period pick up an EPT...they can detect pregnancy up to 4 days before your period. She should probably go to an OB/GYN anyway just to make sure she didn't contract anything from him as well.

In reality probably the same as someone who doesn't drink, doesn't smoke, doesn't do coke etc etc. These all are supposed to have ill effects on ones ability to have children but unless it's done more than "sometimes" I wouldn't think it made that much of a difference to think it safe.

Even if the guy does not ejaculate, there can still be sperm in the pre-***. That can get a girl pregnant. Very slim chance, but it can happen.

I don't think it's too likely, to be honest. I would be more concerned about STDs or something like that because it sounds like this guy has some drug issues to work out. To be 100% safe I would get some tests done for STDs and pregnancy once your friend gets to the point where she should get her period.

I am going to venture that it is just as likely as any other woman that has had sex with a straight laced, non drug addict, non smoker. That pre ejaculation can be potent stuff too.

Not likely... if he really was a 'one-minute man'. The use of cigarettes, pot, coke is not a sterilizer... that would more so affect his performance.
Poor girl... get her on birth control... and condoms.

all the smoking and drinking and drugs wouldnt effect it that much, the one minute of sex is what you're looking at. if there was any precum whatsoever, then there is a chance.
other than that, i'd say you're (your friend) is probably in the clear.
