They are bobbed because AKC thinks that is the specifications for the breed.

Because some people think that a dog is a status symbol or accessory that can be mutilated to make them "look better" or whatever idiotic reason they concoct... so when Rottweilers are born they mutilate them by cutting off their tails. Rottweilers really do have regular tails but humans cut them off and then say its ok to do so. Its just like Dobermans and Boxers are born with floppy ears and long tails but people cut portions off so that their ears stand upright and they have stub tails. It is sick and unneccessary but humans have a tendency to do sick things for appearances or to make money.

They do. People used to dock them for show. Well, for show now.
When they were used as Romans war dogs and guard dogs the tail was docked to make it more difficult to determine what heir mood was. Of note is the fact that Germany and other countries now have outlawed docking and ear trimming as cruel practice so the show dogs now have 2 classes (docked and not-docked).

They are cut off due to AKC standards, but if you have a rottweiller puppy and don't plan on showing it there is no real reason to cut off it's tail. It's just for looks. Personally I think it should be left on.

Most folk dock the tail to keep it looking like the breed standard

its the breed, they cut the tail off after birth, just like poodles have their tails docked witch means cut very short

They may be so aggressive when they chase them they bite them off.
