Unless it is a specialized university (like an art school or a fashion institute), I have never seen a university that does not offer a degree in mathematics. So my answer is -- they all do.
The quality of a university's math department is directly related to the quality of the university. The best schools in Singapore are likely to have the best math departments.

There are only a few universities in Singapore, so you can check out National University of Singapore (www.nus.edu.sg) or Nanyang Technological University. (www.ntu.edu.sg) NUS offers BSc in Mathematics but i think NTU offer something different like combining Maths and Economics.
