HM04 (Strength) is found in Fuschia city. SIf you go through the Safari zone as if you were goint to the secret house. Once you reach the area where the secret house is, you should find a notice requesting that you ifnd the warden's missing teeth. They're nearby. Once you have the teeth, give them back to the warden (he's in his house) and he'll give you strength. You can try it out on the boulder in the ssame house, allowing you to claim a rare candy.
HM07 (Waterfall) is a little more complicated. Once you've beaten the elite four and gotten the national pokédex, head to Island one and talk to Celio. He will ask you to find the Ruby, which is on one island. Head to where their were two team rocker thugs were in Mt. Ember. Defeat themm both and explore the cave they opened. The Ruby is at the end. Take this to Celio and he'll ask you to find the Sapphire, which pairs with the Ruby. He'll also give you a Rainbow pass, allowing you to access the rest of the sevii islands.
To find HM07, head to Four island. Once on four island, enter Icefall cave. HM07 is inside, though you have to solve a puzzle involving falling through floors and skating on ice.

you can get HM4 after you went to the safari zone and got the hm3 and the warden's golden teeth, then go to the warden's house(if you don't know where is it,its in Fuchisa city(sorry for any wrong spelling),directly right from the pokemon center,
and HM7 Waterfall can be found after you defeat the elite4 and went to the ice cave on 4 island,lorelei,the elite that is the first one you will meet, is in the ice cave going to fight against 3 team rocket members,once you go to the ice cave,go to the only opening in it and do the step on the ice only once or fall down puzzle
