Traditionally, the University of California at Berkeley has been the best with MIT, Stanford, Princeton and Harvard being very close. The latest US News ranks MIT at the top.
You can get a more complete list at the link below. Others in the top 20 include a number of Big Ten schools (Minnesota, Wisconsin and Michigan are all in the top 20) and other Ivy League schools (Penn and Columbia).

There is no one best school.Berkely, Stanford and MIT are all excellent places to study math.

There is no "best", however MIT, and Cal Tech are 2 of the best.
