This rule is situation dependent. For formal or business situations, male culture requires that all leather items match. So if you're wearing a suit or dinner jacket, make sure your leathers match in color and texture.
For more casual situations, there's a bit more flexibility. If you are wearing a leather belt, it's considered dressier if it matches your shoes. If you are wearing a web belt or similar, then it doesn't have to match your shoes, but should coordinate with the rest of your clothes.

i may not be the best to answer this but i say no. All my guy friends NEVER match and I don't have a problem with it. The belt and shoes is the least of their problems. So I say no.

yes. if you're wearing black shoes, wear a black belt. if it's brown shoes, wear a similar shade of brown for the belt. if the shoes are any other color, it's up to you on which belt to wear.

it really doesnt matter. If you are going to see the belt then yes match the belt with the shoes but if not, it doesn't matter

It depends.
If it's for a nicer look (business, semi-formal, formal, etc...) then yes, a man's belt should always match his shoe color. It's a more mature, stylish, and put together look.
If he's going sporty or casual, then he can wear whatever he wants.
