Start by uninstalling ALL the J2SE runtimes you find in Add or Remove Programs and reboot.
Now delete the folder C:\Program Files\Java and reboot again.
Download and install the lateste Java updates
Reboot one more time and test.

Also accessing the Java Control Panel
(the Java icon in Control Panel).
Under the General tab click the "Delete Files" button, tick all options in the "Delete Temporary Files" menu and click OK.
Then go to the Advanced tab click the '+' sign of the Java Console and select "Do not start console", click OK to close the Java Control Panel.
Reboot and test.

If that fails try using another browser and see if you get the same errors

Go to add/remove software in Control Pannel and delete Java completely. Reboot and go to Sun to get and install a frresh copy of the Java runtime. This sorted out the same problem when I had it.

Download the Java virtual machine again and re-apply the install.

Look in the Event Viewer under Administrative Tools. There will be an error message that will give a clue as to the problem.

see if it does the same thing in safe mode?

maybe you have too many programs running at once or your browser doesn't like something? Try disabling 3rd party browser extentions in the internet options advanced tab if you use internet explorer.

Try removing some programs in msconfig? (start > run > type msconfig and press enter) Test around with that and see if something specific is causing this.
