Nixon. Nixon started relations with China. He ended our involvement with Vietnam, created OSHA and the EPA, imposed price controls, and oversaw large scale school integration. Yeah, he did some ugly things, but the good he did can be seen.
Bush has let his country down repeatedly by staying the course. The good he has done has been for other countries, and many Americans have suffered because of it. I think the remedy for Bush unfortunately is another Nixon.

My opinion would be Nixon. It might sound strange to say this, but Nixon excelled at foreign relations...even while fighting in a war.
Remember that we joined Nixon's war by request of France, not one we started. Consider the improved relations with China and it seems clear that Nixon's Dept of State was superior to Bush (see Kissinger).
Nixon also had several policy ideas that would be consider "Democratic" in today's perspective, which makes him score better on domestic policies.
And I feel Nixon was more loyal to core Republican values that I subscribe to - namely, fiscal responsibility.
On the scoresheet, I'd rate Nixon a better President. But keep in mind that each era calls for different type of leadership and ultimately, it is the people that decide. In those terms, they are tied because the only measure we have is the ballot box and both men were re-elected by the people.

They both have good and bad points. The comparison is a very good one because both were president during controversial wars and both have been accused of violations of the public trust. I would have to say at this point Nixon was worse simply because he was instrumental in one of the greatest violations of the public trust ever committed. Now I know many would like to assign this position to Bush, but the difference is that there is no proved evidence against Bush to this point, but Nixon's crimes are not in any doubt.

Nixon kept to politics at hand. Sure he fell into bad politics, but don't judge too harshly others fell and cover was available.

You do not give us much of a choice. But since Nixon was intelligent, though twisted, and Bush is stupid, and delusional, I think the edge goes to Nixon.
