I studing a Bachelor Degree of Electrical Engineering right now at the Polytecnic University of Puerto Rico, this is my first year of college, but I want after my last year at the University to study a master degree in the United States or England.

The US answers are all good. I would have definitely thought University of Chicago, MIT and University of New York would shine as well as maybe University of Texas, and maybe UCLA.
Have you thought about Canada?
University of Toronto is a very good uni.

I'm English- so I'l give you an idea of the UK unis (in no particular order- before I start getting harassed!).

University of Liverpool
University of Manchester
University of Newcastle
University of Birmingham

As you can see, we have quite a few too- all are very good. I would strongly suggest you hop onto Google and chase up these links (I would but I live in Asia and everyone's internet has been stuffed up by that Taiwan quake).
I think after your undergrad you'll have a clearer idea what to specialise in and therefore make a more informed choice.
England is fantastic- but be warned- it is very expensive too.

They have separate listings for Electrical Engineering -- but the same schools that are at the top of both lists (MIT, Stanford, Berkeley).
