May I hold your hand?
May I kiss you?
May I touch your boobies?
etc...
I think it would be rather amusing, in addition to avoiding any litigation. Hell, get written waivers, keep a stack of them in a binder you carry around. When she goes in for a kiss, whip out the binder and make sure she has signed the proper releases.

Can you say mood-killer?! Also, how well do you know this woman if you have to question whether this act will come back to haunt you? Wait a little while longer and then ask her directly, but romantically, if she wants to move to that level.

You don't need it, but if she says no at any point, then you will have to stop.
If you are unsure, then you can do something once and ask her nicely "did you like that?" and if she says yes, then keep going.
And make sure you have condoms handy incase you go all the way.

You can infer from her actions if permission is granted without asking out loud. You'll know when you've gone too far....
