Hunny, I hate to tell you, but you definitely measured wrong. You can't wear a 42 suit and have a 34" chest. Suits are sized by your chest measurement, so you would have a 42" chest. Plus, you never get accurate results when you take your own measurements. When you move your arms, the rest of your upper body moves with them, stretching skin, muscles, fat, and other tissue along with it.
If you know that you wear a 42 suit, then that is what you use for a woman's bust measurement. If you know that your pants have a 30" waist, then use the same for a woman's waist. And at 5'9", you would need to buy a woman's tall, not a regular length, to make sure the sleeves, waistline, and hemline all hit at the right spots on your body. An average size will be too short just about everywhere.
On a standard size chart, you are a 16 at the "bust", a 12 at the waist, and a 10 at the hips. For a shoe size, women's shoes usually run two sizes smaller than a man's, which means you would probably need a 10.5 in women's shoes.
For clothing, you need a 16T top, 12T bottom, a 16T dress, and 10.5W shoes (you want a wide because women's shoes run narrower than men's.)
A good, affordable, place to buy a top and skirt/pants, or a dress, from would be JC Penney, since they do use standard sizing, not vanity sizing or their own standard. They also have an on line outlet where you can get the off season and clearenced clothing for much less-you don't want to spend a lot for a one time outfit.

Since you aren't dressing as a woman for a personal reason, you can wear whatever styles and colors you like. This isn't the time to care that much about whether a color flatters your skin tone, or if a skirt makes your butt look big. However, I would reccomend flowing fabrics that won't cling to your body. They are more comfortable, and have an easier fit. Structured clothing tends to need an exact size when buying. I would also reccomend that you stick with a flat, or very low heel. Heels take a lot of work and practice to walk in, you don't want to risk a twisted ankle.

It would be best to try on and find out. A size 6 in one brand of women's clothing is not a size 6 in another brand. Each company has it's own ideas of what each size looks. You could get a catalog from a department store. They have charts with measurements and size correlations for their specific brands of clothes.

I think you would be better off going to a thrift store and just trying things on. I am pretty sure an 8.5 in mens translates to a 9.5 in womens. Sorry, this is all I could help with, Good luck! :)
