C. The measurement of employment is based on the Governments definition of unemployment, which continually changes. The government no longer counts people that are unemployed, but so discouraged that they stop looking for work. That doesnt mean they arent unemployed, but it does to the government.

another part of the problem is that they include unemployment that really should never be included..

Ie; the under 19 crowd... majority of which dont work till college.
These stats should be excluded as they are rarely valid numbers.

i would say all of the above, plus including those that are underemployed,, wanting full time but settling for part-time
