Check the average temps for your area. If it is cold enough to stay frozen, it should work.

No New Jersey never has a sustained freezing temeratures for more than 10-11 days

i would say no. I live in upstate new york and this year my ice rink hasnt even come close to freezing. it has to be less then 3o degrees out to get good ice and it takes my rink like 3 days of cold weather to freeze.
