If you paid the dealer in one check than he would have to use his checks to send the taxes in since they go to different places. It is better for him to use your check rather than his. Also there has been cases where the dealer collected the taxes but never sent them in. Guess who gets to pay them again.

For the same reason when you buy something at the store, sales taxes are paid separately. Each state and community has different rates.

Because there is no set tax amount. In Pennsylvania it is 6% while across the border in Delaware it is 0%, so it depends on where you live.
