If you made English a national language, obligatory for all, what would you do with Puerto Rico? And what would you do about the Congressional mandate to promote native American languages and Hawaiian?

There is no national language. However, some states did pass legislation to make English the official language of that state.

Not yet, but it should be. Every person who ever made a positive impact on this country spoke English, and it should be the national language so we don't have to read all the Spanish labels on our food and instructions. Saving a lot of paper there.

Yes, it's called English, that is to say, the language that is spoken nationally is english. Now to say that it is a matter of legalities that english be the national language is a different story.
