Yay! I found a website that can generate a free flash banner for you. IT's not much but it's something!

If you're a windows user, you might want to try the selection of free software from the company known as coffeecup. Thier free flash software is made to do very specific things but I think they have what you're looking for.

Or you can check out Gnash as a free flash editor... but it's a bit complicated so you'll have to follow the instructions carefully.
