Does it mean "a different country" or "a different culture"? For instance, to a Canadian, is the United States a "foreign" country? Naturally we know that, for an American, Bangledesh would be foreign, but what if a nation is very similar in culture, is it still foreign? i.e. USA vs Canada; England vs. Australia; Scotland vs. Ireland, etc.

I believe foreign means anything that is not routine or comfortable to you. Anything that goes outside of what you know.

It seems as though foreign relates to a geographical location. To use the example in your question, Canada would be foreign to the United States, as would England to Australia, etc.

Foreign can also be used to describe something in medical terms, like a foreign body within your blood.

I don't know the whole answer, but I don't know any Canadians who consider the US a "foreign" country. We watch way too much of your tv!

If it's not familiar, even if the same language is spoken, it may be foreign.

a person who is not a native or naturalized citizen of the land where they are found is called a foreign even though culture is similar

I think the first meaning is: from another country.
But it also depends on your own impression, if it is unknown etc.

A stranger can even be somebody of the same family if you don’t know him.
A foreigner can be your best friend. If he grew up somewhere else and has different skin, he is still a foreigner.
