For instance, if I took a photo of a bird and wanted to identify it, could I upload image and find a close match?
I could of course look at pictures and compare, but my sight isn't that good so I don't think that would work well for me

I would think that you would need to search by words initially. In the case of a song bird, you could search Yahoo for Images, typing in Song Birds, and see what images appear. The more specific the keywords, the better and narrower the results. Or you could go direct to sites such as: http://www.rspb.org.uk/ (The Royal Society for the Protection of Birds) and search for your bird there.
Obviously, if you wanted to identify a mammal, rather than a bird, you would seek out the appropriate (mammal) site. I would recommend narrowing down your search by seeking out specialised websites.
As Curious... has said, you could use the Windows Magnifier to look more closely at images. Or you could have a look at the freeware screen magnifiers on offer here: http://www.prospector.cz/Freeware/Desktop-enhancements/Desktop-Magnifiers/
I've not tried any but one may prove useful to you.

Not that I have ever heard of. But, you could type in bird to an image search and look for one similar to your pic. Try the accessability tools in Windows; there is a screen magnifier; might help you see better.
