No. The player only does just that - it plays. Macromedia flash for designing is rather expensive, but you can find some cheaper software to make flash files (.swf) for $30 or less.

The flash player is just used to view flash items. In for get (pay for) The macromedia flash program and can make all kinds of flash banners for your website. But the flash player in itself isnt capable of creating banners.

yes it can be used to make flash banners but no it is not free - I think you can have a 30 day trial though

Flashplayer can display, but unless you have the pro version you cannot create.
