Will i be able to see the spacestation and its occupants by just using a portable telescope and if yes, how do i look for it?

No.

A portable telescope would not be powerful enough to see a human at that distance.

If you are extremely lucky, you might see the space station fly across your field of vision, but you won't be able to distinguish any details.

You can see the space station with just your eyes, it looks like a bright star moving across the sky, very much like a high flying airliner but without the flashing lights. The first source tells you where to look.

Some dedicated amateur astronomers have been able to take pictures of the ISS that show some detail. See the second source for some examples. But you will not be able to see the occupants, even with a telescope, just like you can't see the passengers of a high flying airliner with a telescope. They are too small, moving too fast and inside the station and probably away from the windows anyway.

During a space walk, if you had a really good, big telescope on a very good, computer controlled mounting that could track the fast moving space station across the sky (it only takes 5 minutes or so to go from horizon to horizon), then you might be able to see the space walkers outside, but not very clearly because they would still appear quite small and the blurring effects of the atmosphere and the difficulty of tracking the fast moving station limit how much magnification you could use.

It's possible to get a blurry, yet distinguishable image of the space station in a fairly small, Earth based telesope. Some people make a hobby of it. You will not be able to see the occupants though and you will need a good, easily manueverable mount. The location of the space station can be found using the ISS tracker...just type that into Yahoo. It generally takes about three minutes to transit the sky and is sometimes a bright bluish white in color.
