I usually say "sorry" with a look of regret/apology and keep walking.

From a safety standpoint, it's ill-advised to do otherwise. I don't want to pull out my wallet in the presence of someone of suspect mental status, chemical dependency status, or desperation to deprive me of my earnings. I also don't know what unsavory character may be eyeballing the compassionate chump with the wallet.

I had an aggressive panhandler persist in getting into my personal space when I was on a business trip to Montgomery AL. It took several requests before he'd back off a few steps and tell me what he wanted. All I wanted to do was get in my car.

I think that addiction treatment needs to be made available to all, and that a reasonable (REASONABLE, not jillions of dollars) charge should be levied upon the patient when he's back on his feet.

I think some sort of job corps should be established for folks who avail themselves of shelters. Cleanup, shelter chores, litter detail, something. All humans and all work have dignity.

We have halfway houses. These folks need a lot of help before they can get halfway. If it wasn't demeaning, I'd call your proposed shelters Quarterway Houses just to get the point across to the folks who fund such things.

I think every homeless person is different. Some prefer homelessness. Some don't.
I've given money and food in certain cases. Sometimes I ignore, usually in the case of "regular" beggars. I've never suggested they get a job because I feel that's insulting to them.
Having been homeless I certainly appreciated the YWCA and the Salvation Army and the meals available at Catholic, (and other), churches.
I think compassion is always important balanced with reason.

I ignore them because I NEVER carry money. I only see them when I go to a ball game (Go Tribe!) and I buy all my food and souvenirs with a credit card.
I've seen some of these "Homeless" people get in a car that's way better than the one I drive and drive away after the crowd leaves.

Give them a dollar. I know this is wrong, because sometimes they can take that money and spend it on booze or drugs. sometimes I have actually asked them if they are hungry and would and what they would like to eat. If they tell me, then I go and buy it for them. I am a sucker for down and out people.

I always bring them back food . Like a hamburger french fries.
Also I let certain Churches know where they are at. They will try and help them.
