The confirmed answer is the Peregrine Falcon which can go into a stoop (diving attack) at about 200 m.p.h.

However, there are unconfirmed reports that a Gyrfalcon can get closer to 220. It is unconfirmed primarily because Gyrfalcons are rarer and only found in remote Arctic areas.
