It was SOOOO cute. Black on top of it's head with the markings as if it had a widow's peak hair style. You see a ton of clothing pieces with the kitten on it that usually say "bad kitty". In the cartoon i think he/she hung out with a big brown bulldog type dog that was on a chain. What was the name of the kitten?

No. It wasn't pepe-le-pew's lover either. I'm talkin bout a TINY kitten. it was REALLY small and always with the bulldog. I think that there was another cartoon character tryin to get to the kitten but the bulldog protected it. Not Pepe-le-pew and not felix

No. It was NOT sylvester. The kitten was NOT a main cartoon character. it was just in the same cartoon as one. and it was not pepe-le-pew's lover

And taking the merchandising into account, I believe they call it Pussyfoot.

If he has white paws you could call him socks. in my opinion i might call him some thing like lone Ranger, Caped Crusader or masked bandit considering the fact which you stated he's white abdomen and paws yet black on precise so he sounds like he has a cape on and which would be a special call for a cat.
