I don't think anyone could effectively answer that question except for bush or Blair, but in my opinion, the true misgiving of at least the Bush administration, is that it doesn't understand the meaning of Terrorism:
1. the use of violence and threats to intimidate or coerce, esp. for political purposes.
2. the state of fear and submission produced by terrorism or terrorization.
3. a terrorist method of governing or of resisting a government.
It seems to me that Bush uses the word terrorism so much, either because he is, as you suggest, trying to bolster his failing image, or, because he fails to realize that by deploying troops in the way that he has, and by using violence to alter the political structure in the Middle East, he has turned the entire United States into a terrorist force. It is quite possible that the Anti-American attitude felt throughout the world now is a direct result of use of violence and coercion to alter political structures for our own personal gain.
There is also the possibility that he DOES realize this, and simply counts on the fact that no one will call him on it if he continues to use the word terrorism as much as he can.

terrorism is a worldwide concern and can not be done by just two nations, I don't agree with Bush or Blair on several things, including the Iraq war, But I do support there efforts to put a stop to terrorism

I think they are the only ones that seem to really grasp the concept of the level of danger posed to the future of our respective countries and ways of life by terrorism. I don't agree with all the policies of either - however i do not think the prior policies of ignorel, evade, &/or evacuate will generate a safer place for my family.

Of course! If loyal subjects of king george, I mean, prez bush, (or any group of people for that matter) are afraid of something plausible, like terrorism, they will gather together, forget their differences, and support their leadership. Until they realize that the leaders are fake. But let's not forget the role of Pentagon in this...

Yes! But it is not working. If they cared about fighting terrorism they would fight it not create it. If they only had a clue how to fight it our countries wouldn't be seen as creating more terror than they stop.

I think they do. Like US embassy bombings in Africa, the USS Cole, beheading, mass murders, bus and subway bombings, 9/11, these images are obviously insignificant and should never be mentioned again.

they definitely the use word waaaaaaay to much!, especially from Bush its always terror terror terror!. My impression he uses that word to scare the public so they will act and then support and for vote for him another term, his other favourite word is freedom
