Yes it does. I don't understand how someone can give a thumbs down on an opinion unless it has absolutely nothing to do with the question asked. Just because you don't agree doesn't mean that it is wrong.

Not so. I do think over a question/answer, analyse it and then only give ratings. Good things surely deserve thumbs up from me..
