Easy! You follow the method of Rome street vendors on 15th September, which is the day it starts to rain. The tourists are never prepared. Guess what the vendors can produce in a hurry.

So... Get an army of ... er... well, you know, the ones who hold up the Golf Sale signs? Them. Get them set up and ready to go. Don't send them yet, though.

Wait till February - there will be snow.

On the very day of the first snowfall, send them off with 50 sledges each to visit every park or slippery hillside in every town you can get them to. A fiver per sledge. Give the sellers £50 each for their trouble, and that's you with £13,684 that you didn't have before.

find a hill and run a hose pipe down the hill until all the ground is wet, walk up and down the hill until it all becomes a muddy mess, repeat this process if necersary and then sell your sledges to children. its as good as snow.

When we were kids we used to slide down a large grassy hill on cardboard boxes. Don't see why you can't start grass sledging.
