You could have latino dancing such as salsa, merengue, argentinian tango, rumba, cha-cha, etc to a live band. The music is infectious.
You could arrange some basic dance lessons first. The rumba and cha-cha are easy to learn and it feels great holding a girl close for these dances.
The theme could be 1930s and 1940s south-america like carmen miranda movies.

high school and prom always suck!! how about getting a float and getting away in the ocean with out any staff or parents for a while with liqour and beer
