I actually thought he was trying to make a point about minimum ages for marriage being pretty similar for both developed and developing nations.
I went off and did a bit of research when I saw his questions, and to my amazement found that you can get married in the USA at incredibly early ages in some states.
In Ghana on the other hand the minimum age is 18.
Maybe I'm being naive and he is a weirdo, but I'm not jumping to conclusions.

It sounds a bit suspect to me. why would you want to know the age of consent? unless you were trying to find the youngest out there.
