He is a boy. Most of his friends are boys and he has a boy's voice!

Little bear is a male bear. Illustrated by Maurice Sendak and written by Else Holmelund Minarik. You don't really hear much about it anymore, but they did release a movie, where he has a friend who is female. You can tell he is male by the color of his fur, male bears have darker fur while all the female bears in the movie/books/cartoon all have lighter coloured fur.

all boy bears are light coloured though the movie showed opposite.
