Your battery has to completely discharge and be fully charged 3 times before its at full capacity.

I read it in my instructions,im doing it this week with my new phone.

You dont need to, this is only something you had to do years ago. Batteries now come with something called "No memory effect" which means it doesnt matter anymore if you unplug it before its fully charged. its just old batteries that if you unplug it early the battery will think its full and recharge to that point each time (hence the name memory effect). I'm afraid most modern phone batteries last less than a day if you use them, colour screens and mp3 ringtones take huge amounts of battery power up. If you want a long life phone its best to go for an old black and white screen with a modern Lithium-ion battery which will last for a few days.

Let the battery run right down flat until the phone is basically turning itself off because it is so flat. Then let it charge overnight. This will bring the battery to its optimum performance and maintain its life.

This happened to me. Charge it fully overnight every night for about a week or two, then it should go back to normal. I only need to do mine once or twice a week now, but it also depends on usage. I never let my phone discharge fully, but you should if you can.

It needs to be fully charged, then rapidly discharged, then charged up again. Your local phone shop should have the equipment to do this.
