Ok, you have to do this in the exact order,
1st. Walk out side and stare at the rain for 1 hour. (exactly)
2nd. Walk inside and do a handstand whilst naked.
3rd. Make waffels with cheese then eat them with EXACTLY 6 bites each.
4th. Goto the toilet and sit and do nothing for another hour.
5th. Go to you car and drive around and around a round-about EXACTLY 74 times.
6th. Go back inside, do a cartwheel while naked.
7th. Walk outside then yell at the rain with a stick, "toidi etelpmoc ma I"
8th. Enjoy your sunshine

You Can't.
Do what you would be doing on a warm and sunny day. Don't let the rain control your mood. If you embrace the day, no matter what it brings, you'll be better off and the weather will eventually change anyway.
You could still have it so much worse. You could be in Denver under 2 feet of heavy, wet snow.

Make the rain stop what? If you mean falling on you, then move to another area. or take a trip in a balloon to rise above the clouds. But, if you mean stop falling, then I would need to know more about your capabilities.

Bang your head so hard that you become unconscious. Maybe when you wake up it's bright and sunny. Joking aside, you can't do that. Just do something that makes you happy so you won't become miserable.
