Sure you can ask questions! If you scroll down to the bottom of the screen you'll see several sites for other countries, however there's just a few of them with the most Yahoo users I guess; most countries do not have an answers-site of their own, so then you end up on the default site, which is just plain answers.yahoo.com .
For many questions it won't make a difference of course where you're at; 2+2 equals four no matter where you are :-) Loads of facts are the same everywhere.
And the US is large enough that for many questions as "where do I find...?" it's a good idea to say where you're located even if it is in the US.... some stores & restaurants & organisations are national (we all know McDonalds's of course, and Burger King) but others are only in the South or only in the NorthEast or otherwise only in a part of the US.... Also climate is quite different; if a US member wants to ask a gardening question he'd get better results if he says where he lives, too!

Yes, of course you can ask questions here. I am German, but I use the American site more than the German version of it, because it is more interesting and there are more questions asked.
