If you work for yourself, you'll make alot more money than working for someone else. Get a business license with the help of your parents. You will get some awesome tax credits. Why not expense off your computer and software and internet costs instead of paying them out of pocket? Why not pay your parents a salary from the business for taking you to meetings? Why not consider college as a business expense? In addition to your web design skills, also brush up on your sales skills. Start to build a portfolio of your work to show to clients. There are a number of books at the library that will show you how to set up your own business. The site below is to Junior Achievements... they are an amazing group of entreprenueral teens.

Yes, BUT
1. You need to recognise that however good you are at the technical side of designing a website you lack experience of life
2. Websites are designed to serve a purpose and you need to understand your clients' needs which is exceedingly difficult if you've no experience of the world they live in and the needs they have
3. You need to get a better command of English grammar and syntax -- nothing looks worse than a website with poor grammar and syntax. The "Everyone" you refer to may be deficient in their own abilities in that area, but many of the people visiting websites will respond extremely negatively to websites with elementary problems of grammar and syntax
4. Presentation of content has legal implications. Are you sure you have the experience to work around this legal minefield?

Sure... You can start advertising your services in your local area...
However, to work for a legit firm as a web designer, i think you have to be of legal working age...

Sure. If you have a passion for it (which I think you do), you should take it up as a career. I wish I had your talent. I'm trying to design my own site and I'm going crazy with it. You're so young and talented, nuture your talent, and go for it!!
GoodLuck my friend.
