One way to get a cheap computer is to get someone who knows about computers to build one from old parts (or do it yourself), such as :-
Case
Power supply
Mother-board (with a P4 processor or better)
Hard disk
CD ROM drive
RAM Memory
Keyboard
Mouse
Display
Graphics card
Sound card
Modem card
etc.
