Hi!

Nowhere! They are kept on the drive / partition. Only the name of the file starts with "?". This is why, a file is NOT allowed to start with "?".
If you copy something to the hard drive, Windows overwrites these files with the new one, thus reclaiming the space. The overwrite procedure is simple, binary and is not related to names but to content!

Happy new year!

After you empty a file out of recycle bin, it might not be found again, but if you have a norton protected recycle bin, then just use the Unerase Wizard.

Robintel is absolutely right. Once they are deleted from the recycle bin, they are still on your hard-drive. They won't go away unless you fill that drive up and write over the files.

When you delete your files from recycle bin. Then they are permently deleted. But only in our eyes. Actually there reference is eliminated and so that we cannot get it. As our data is being stored in memory locations of disk. Next time when any other data will overwrite same memory location in this case u cannot get it back. "And if other data didnot overwrite that memory location on which your data was saved. Then u can get ur data back by any data recovery software".
I hope u understand sorry for my english.
