you use them to add functionality, such as wireless cards, tv tuner cards, bluetooth adapters, etc. They aren't very popular now because they are pretty new.

They are similar to PCMCIA cards but newer. THey allow you to add peripherals to laptops such as network cards, TV tuners video capture etc.
