my sister is 16 and she always takes an excuse saying that she has periods does it mean that she has sex?

Menstruation, is the loss of blood and cells that occurs about once a month in most women of childbearing age. During each month, blood and cells build up in the lining of a woman's uterus (womb), a hollow, pear-shaped organ that holds a baby during pregnancy. The thickening of the lining prepares the uterus for pregnancy. If pregnancy does not occur, the lining breaks down. The blood and cells are discharged through the vagina, which is a canal that leads from the uterus to the outside of the body. The process of menstruation lasts from three to seven days, and this period of time is called the menstrual period, or the menses.
Most girls experience their first menstrual period between the ages of 10 and 16. A woman stops having menstrual periods during a time of life called menopause, which occurs between the ages of 45 and 55 in most women.

Having your period doesn't mean you're having sex. I started my period when I was 8. If you have your period that means you're able to fall pregnant, that's all.
You can't be the genius your name suggests if you don't even know this, mate.

The 'sloughing off' of the superficial layer of epithelial cells of the
uterus due to the action of estrogen and progesterone which sense that no potentially viable egg has become implanted. This layer is removed and then starts to build back up in the expectation of 'another try' in 28 days to implant another maturing oocyte. (Yes, 2 o's)

A period is the lining of the uterus shedding itself.
If the woman has sex and the sperm and egg meet, they will implant in the lining of the uterus and a baby will grow. If no implantation takes place, the lining shedds itself and a new one grows.
