OK Mr History,
First of all the United States of America was not the first to explore the use of fission as a weapon. We were the first to perfect the technique, and sadly to say the first to use it in a worldwide conflict.
However it was the Nazis in power in Germany that had actually developed most of the theory and technology to make the bomb possible. It is through sabotage and capture of scientist during the war that precluded the Nazi regime from developing a usable atomic bomb that most certainly would have been used with impunity against England and other targets such as Russia in order to try and short circuit the retreat that the German army faced due to the severe Russian beating they were taking from the forces in that theater combined with the pounding the winter weather was delivering.
