Reboot loops can be caused by a number of things. Bad RAM which could have been damaged by the surge. File system damage and recently I worked on a computer that had a hard drive failure after a power surge (drunk hit a pole). Later found out that about six other people (that I know of) in the same area had computer damage and even damaged radios and amps in the homes. :(
Power surges suck!

if all hardware is OK
try starting Win in Secure Mode type while booting F8 or similat to get in the boot menu wehre you can choose secure mode

if this run try some AntiVirSoft or some XP fixes
if your lucky you will be able to choose saveMode with networking ... try emeadiatly to update your System by http://windowsupdate.microsoft.com/

else try to put this HD into a other PC to backup data scann for virus or format

if you have to format the HD cuz of virus try format /mbr a dos command to format the masterBootSector too wehre maybe viruses are at home

hope this will help

maybe its something simple like a not correctly connectet device in the PC hardware push all cards inside your PC to make shure they are pluged correctly

usually this occurs when windows has insufficient power to boot fully, this may be due to the power from the socket still being too low or it means the power supply in the box if F**ked from the power out.

a virus can also cause similar behaviour.

Best to take it in for a service to check the power supply, if that is OK then have them remove the hd and load it on another system so you can run a virus scan.

good luck

if you wand to test the power supply unplug the power supply from the wall first then unplug the 20 or 24 pin ATX connector from the motherboard. take a bent paper clip and short out the GREEN wire with any BLACK WIRE(ALL WITH THE POWER SUPPLY UNPLUGED) then reconnect the power supply to the wall if all the drives and fans come on then the power supply works fine otherwise its F**ked after this just unplug the power supply and take out the paperclip

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
