however, the penis is not being inserted inside the vagina at all, and while stroking between each genitals, the fluid does wet the vagina outer areas.. and the ejaculation occurs after removing the vagina away from the penis..
but during the strokings, will the pre-ejaculatory fluid (precum) causes a pregnancy?

It's called Cowpers Fluid, and, yes, it can cause pregnancy since there is always a chance of there being a small amount of semen in it. My second wife got pregnant this way. I almost named our daughter Cowpernia, LOL.

Pre-ejaculate can still carry sperm, so pregnancy can occur. Any contact past the Labia Major on a woman (that is the outer lips and labia minor are the inner ones) and sperm can make it to the vagina and from there, an egg. Wear a condom if you don't want her pregnant. Then you are sure. Your just playing roulette.

It's very unlikely but it can happen. I'm not sure about the percentage of risk on that but I wouldn't worry much about it. I'd be more concerned about std's with this type of activity than a pregnancy.
