As the others have said, one teaspoon is about 5 milliliters, so 118 milliliters is about 24 teaspoons. You mention ounces in your question. Keep in mind that teaspoons and milliliters are measures of volume, and the ounce is a measure of weight. To convert between volume and weight, you have to know the density of the substance being measured. 4 ounces of liquid water has a volume of 24 teaspoons (or 118 ml), but 4 ounces of flour would have a much bigger volume than that.
